Industry calls for ‘next generation’ infrastructure plan to decarbonise Britain’s truck fleet

pink van imageGovernment should reform its dated Plug-in Truck Grant – introduced eight years ago – to reflect the progress made by the sector in developing new zero emission truck technology and help cut CO2 by 18.8 million tonnes a year, says the Society of Motor Manufacturers and Traders (SMMT).

Following billions in investment from manufacturers, there are now 27 models of zero emission trucks available to UK operators with many more to come. While the Plug-in Truck Grant, introduced in 2016, seeks to help operators switch from conventionally fuelled heavy commercial vehicles to zero emission alternatives, models can only be eligible after undertaking an approval process that takes around two years. As a result, less than half (10) ZEV truck models on the market today are currently eligible for grants.

Given new truck purchases are critical long-term investments for hauliers operating with tight margins, transitioning to zero emission operations requires commercial benefit and operator confidence. Zero emission trucks are currently more expensive to manufacture so grants are essential if operators are to benefit from the many advantages, including potentially lower running costs, quieter operations and more positive public perception.

There are currently more pink vans on the UK roads than plug-in trucks

While 2024 saw a record number of new zero emission trucks registered, there are still just 327 vehicles in operation – meaning drivers are more likely to encounter a pink van (564 on the road) than a plug-in truck. These trucks already meet a wide range of business needs – with vehicles up to 44 tonnes and ranges of up to 311 miles – but fleets need a ‘next generation’ incentive scheme which makes it much easier for new zero emission trucks to qualify, plus a dedicated national infrastructure plan to power Britain’s road haulage fleet.

Hauliers who have already committed to fleet carbon reduction must then install depot charging or refuelling – a significant additional, but essential, cost – to ensure they can use their zero emission vehicles as easily and flexibly as their business requires. However, HGV operators do not have the same access to infrastructure installation support as other sectors, and even those who have the resources to invest in depot chargepoints face additional hurdles in terms of grid connectivity and local planning constraints. The challenge continues once out on the road as there is currently just one HGV-dedicated public charge location in the whole country, on the M61 Southbound at Rivington – preventing longer distance operators from going green.

Given truck decarbonisation is essential to the UK’s 2035 net zero targets and with the end of sale of new non-zero emission HGVs weighing less than 26 tonnes coming at the same time as the car and van sectors, urgent action is needed to create the right conditions to allow hauliers to plan their net zero investments.

Rail Minister opens new multi-million-pound rail investment at the Port Of Southampton

The Minister for Rail and HS2, Huw Merriman, officially opened the new Solent Rail Terminal marking the completion of the £17.5 million partnership investment between Associated British Ports (ABP) and Solent Stevedores.

The multi-million-pound rail upgrade project, which strengthens Southampton’s leading position as the UK’s number one gateway for deep-sea trade, took 18 months to complete. This significant milestone was marked with a plaque unveiling at an event for rail freight and maritime leaders and customers on 20 March at the Solent Stevedores’ operated Solent Rail Terminal in the western docks.

This major investment into the future of rail at the port has created an 18-acre facility expanding the intermodal rail transport site to broaden the service offer with laden and empty container handling, storage, maintenance, and repair within a single-site boundary – a first for the Port of Southampton.

Features of the new site include a newly designed track layout facilitating simultaneous train arrival and departures increasing the terminal’s efficiency and extending the rail loading pad by 130m. The larger intermodal site including container storage with full maintenance and repair facilities will be able to handle a 71% increase in daily services with a 125% increase in number of containers handled.

This new offering for deep sea shipping lines has already won an award for Driving Rail Freight Growth at the RFG Awards last year recognising companies that have helped boost rail freight growth providing a benefit to the environment and economy. Read more from the Rail Forum >

GB Railfreight launches East Coast intermodal service

Britain’s East Coast Main Line is best known for its express passenger services and as the route of the Flying Scotsman.

It’s also a critical freight corridor and earlier this month a new service began sharing those tracks. It may not be quite as prestigious as the famous express, but the destination is the birthplace of the renowned steam locomotive. Given the Government’s announcement of its ambitious target to grow rail freight by at least 75%, we at IFS are thrilled to share this news.

Back in June 2021 the Government decided to make iPort Rail in Doncaster a new inland customs facility, which brought a great benefit to businesses throughout Yorkshire. It was the first Strategic Rail Freight Interchange (SFRI) in the UK to achieve this designation.

That resulted in iPort Rail being able to support goods moving in both directions through the Channel Tunnel. It also meant that businesses using its service can now clear customs in South Yorkshire before delivering to UK customers or travelling to international markets.

The new intermodal service, operated by GB Railfreight, connects the freeport of London Gateway, with the iPort of Doncaster. The new flow commenced on 29 January. It doesn’t have the luxuries of the Flying Scotsman, but it conveys almost everything those well-heeled customers could desire.

Red Sea disruptions continue to affect Global Supply Chains

This shipping crisis is a result of Houthi rebel attacks on cargo ships and tankers. UK-Canada trade talks halted over safeguarding British food standards

A UK government spokesperson said: “We have always said we will only negotiate trade deals that deliver for the British people. And we reserve the right to pause negotiations with any country if progress is not being made.

The National Farmers Union (NFU) has said the UK Government was right to stand its ground following an announcement last week that it was suspending free-trade talks with Canada.

While the NFU is pressing for a resolution, NFU President Minette Batters said the government was clear on its position regarding food safety, especially after much-criticised deals with Australia and New Zealand.

“The government’s decision to walk away from trade talks aimed at enhancing the trading relationship between the UK and Canada would have been difficult, but it’s the right decision,” Minette said.

“On products such as beef and cheese, Canada was demanding too much and offering too little, therefore preventing progress to the benefit of both countries.”

Lowering UK standards ‘not an option’

Minette went on to say: “During those negotiations, we understand that Canada made repeated attempts to force the UK to change its food safety rules and to extract unreasonable concessions for maintaining our preferential access to its cheese market.

 

“While there is give and take within every trade deal, the UK Government has been clear that lowering the UK’s high standards of food safety is not an option, in these and all negotiations. This position is wholeheartedly supported by the NFU and also the million members of the public who signed our petition to safeguard British food standards in 2020.

 

“We have always urged the UK Government to secure balanced trade agreements that benefit both British consumers and British producers, and to avoid bad deals that give away too much for the sake of getting a deal over the line. I’m pleased the government seems to be following that approach in its announcement today.”
